APPLICANT REQUESTS THAT:

1.  His DD Form 214, Armed Forces of the United States Report of 
Transfer or Discharge, dated 14 Apr 61, be corrected as follows:

	a.  Block 25a, Specialty Number and Title, be corrected to 
reflect he was awarded the 43151C (Journeyman Aircraft Mechanic) 
air force specialty code (AFSC).

	b.  Block 26, Decoration, Medals, Badges, Commendations, 
Citations, and Campaign Ribbons Awarded or Authorized, be 
corrected to include the National Defense Service Medal 
(Administratively Corrected).


APPLICANT CONTENDS THAT:

He took and passed the exam for award of the 43151C AFSC.

STATEMENT OF FACTS:

The applicant initially entered the Regular Air Force on 
11 Aug 59.

On 14 Apr 61, the applicant was furnished an honorable 
discharge, and was credited with one year, eight months, and 
four days of active service.

On 8 Aug 14, AFPC/DPSID, administratively corrected the 
applicant’s records to reflect that he was awarded the National 
Defense Service Medal (NDSM).

The remaining relevant facts pertaining to this application are 
contained in the memorandum prepared by the Air Force office of 
primary responsibility (OPR), which is attached at Exhibit C.    


AIR FORCE EVALUATION:

AFPC/DPSIC recommends denial of the applicant’s request to 
change his AFSC, indicating there is no evidence of an error or 
an injustice.  Block 25a of the DD Form 214 identifies the 
specialty number and title in which the applicant served, not 
the AFSC awarded.  The applicant provided special order number 
P-106, dated 29 Mar 61, reflecting the award of AFSC 43151C, 
effective 14 Feb 61.  The applicant’s military personnel record 
on file did not contain documentation that he served or 
performed duty in the 5-skill level position.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 27 Oct 14 for review and comment within 30 days 
(Exhibit D).  As of this date, no response has been received by 
this office.


FINDINGS AND CONCLUSIONS OF THE BOARD:

After careful consideration of applicant’s request and the 
available evidence of record, we find the application untimely.  
Applicant did not file within three years after the alleged 
error or injustice was discovered as required by Title 10, 
United States Code, Section 1552 and Air Force Instruction    
36-2603.  Applicant has not shown a plausible reason for the 
delay in filing, and we are not persuaded that the record raises 
issues of error or injustice which require resolution on the 
merits.  Thus, we cannot conclude it would be in the interest of 
justice to excuse the applicant’s failure to file in a timely 
manner.  


THE BOARD DETERMINES THAT:

The application was not timely filed and it would not be in the 
interest of justice to waive the untimeliness.  It is the 
decision of the Board, therefore, to reject the application as 
untimely.
